I normally check my email,fb and blogsite every day at 1 pm, and I was disheartened after reading a post concerning our beloved City.. City of Calamba.

If you are from Calamba, of knew anyone from Calamba, please take time to read and watch the following links, and spread them too…

1. P26 M were missing..withdrawn…but not processed nor prepared by the office of the City Treasurer, but with the “advised” document from the Accounting Dept..

“Based on documents obtained by The STAR, there were two booklet checks from the General and Educational funds that were discovered missing by a certain Nathaniel Pia, inside the city treasurer’s office headed by Liberty Toledo, on April 15.”

“Subsequently, the city treasurer immediately reported the missing booklet checks to Calamba City Mayor Joaquin Chipeco and requested the Philippine National Bank to stop payment. The local executives ordered Toledo and city administrator lawyer Manuel Ladrido to take appropriate action and sought the help from the National Bureau of Investigation.

“Documents showed that that there are 30 checks amounting to P26,618,124.59 which were encashed at the bank since February. The checks showed that the account advice of the City Check Disbursement Journal transaction was approved by Espiridion.”- Philstar

The Following are from the 2008 Annual Audit Report

still just a few months ago, Councilor Lajara received a copy of letter from State Auditor Rebecca Ciriaco, City Auditor of Calamba asking if the following issues were resolved or actions being taken to resolve.

2. “Local currency savings was unreliable due to reconciling items which had accumulated over the years and the unidentified reconciling items which showed a remarkable discrepancy between the balance recorded per book and the balance per bank as of December 31, 2008 amounting to P 110,683,007.46. Hence, the reliability and accuracy of the cash in bank accounts in the financial statements remained doubtful.”- Annual Audit Report 2008

3. “Accounts payable amounting to P116,765,778.58 and P 36,248,555.89 under the general and special education funds, respectively wereof doubtful validity as these were not supported with valid claims as provided under section 04 (s) of the manual on NGAS volume 1 and section 157 of the government accounting and auditing manual. As such the total balance of accounts payable amounting P317,447,088.51 is overstated by P153,014,344.47.”

4. “Cash advances for travels, trainings and seminars of P2,082,231.50 were directly debited to expense account contrary to section 47 of new government accounting system, hence proper accounting of cash advances could not be ascertained.”

Calamba has the biggest budget allocated for Education in Region 4-A.. but rank the lowest after an aptitude exam given to elementary students. Biggest budget-Lowest Output????

5. “Various expenditures were charged to special education fund contrary to Sec. 1 of RA 5447 and DBM-DILG joint circular No. 01, on the utilization on the funds, thereby depriving the implementation of priority projects.”- COA Audit Report

6. “The City Government failed to regularly remit the 30 % share of the 54 baranggays on the basic Real Property Tax (RPT), including interest thereon contrary with section 271 b and d of RA 7160, thus depriving the baranggays for the timely use of funds to sustain their operation”
